how to stay clean && clear?

i’m 14.my face is dry and oily.i don’t have acne,but i get those annoying pimples like every 2 weeks.and its not just one,but like 2 or three.i usually get them on my forehead,near my hair line,or like between my eyebrows.ugh,i absolutely hate it.
